James May and Richard Hammond are in discussions about a "variety" of new shows with the BBC.
The two presenters are believed to have left 'Top Gear' following the sacking of their co-host Jeremy Clarkson - who was dropped after attacking producer Oisin Tymon in a catering row - and departure of executive producer Andy Wilman but station bosses insist they haven't left the network permanently.
BBC2 controller Kim Shillinglaw told Radio 4: "Conversations are ongoing with James and Richard about a variety of projects at the BBC and, while those conversations are ongoing, they have to remain private.
"This is a really creatively exciting moment. It's a good time to look at all aspects of the show."
James has previously suggested he and Richard would not be able to continue on 'Top Gear' without Jeremy.
May said: "Me and Hammond with a surrogate Jeremy is a non-starter, it just wouldn't work ... it has to be the three of us. I don't think you could carry on with two people and put someone in as the new Jeremy because they are not going to be the new Jeremy. That would be short sighted and I don't think it would work. Virtually impossible."
It has been claimed that both Disney and streaming service Netflix are keen to sign the trio up to work on a new motoring show.

Jack P. Shepherd wants Callum Logan to win custody of his stepson on 'Coronation Street'.
The 27-year-old actor, who plays David Platt on the ITV soap, has revealed he wants his arch rival Callum (Sean Ward) to win their court battle and be given custody of his biological son Max because he thinks it will make the storyline more "interesting".
He said: "The viewers are all on David's side - they want to see him keep the kids. But personally, I'd like Callum to get custody because it would be more interesting."
Jack - who has starred as David since 2002 - wants producers to throw a spanner in the works so that he can go back to playing "angry David".
He added: "It could tip David over the edge, and I like playing angry David. I think the viewers still like to see angry David every once in a while, too!"
However, while Jack is keen for David to lose his stepson, his character has other plans and is set to kidnap Max in upcoming scenes.
He explained: "It's very spur of the moment - they get on the train and set off without really knowing what to do next. They end up staying in a hotel in Liverpool while David hatches a plan to book them some flights. He has to wait a day or two to get tickets to where he wants to go - and that's when Callum manages to get wind of what David's up to."

Kym Marsh says her children would face "serious consequences" if they ever did "hippy crack".
The 38-year-old actress has spoken out after 'EastEnders' actress Lorna Fitzgerald was allegedly filmed inhaling nitrous oxide - also known as laughing gas or "hippy crack" - after a night out to insist her kids would be in big trouble if she ever found out they'd taken it.
She said: "I'd been unaware of 'hippy crack' until I read about a couple of celebs using it. I know it's a legal high but if I caught my kids doing it there would be serious consequences. I really frown upon things like that as I'm very anti-drugs and luckily so are my kids. People say, 'Yeah but alcohol blah blah blah!' I get that, but I think alcohol in moderation is okay."
The 'Coronation Street' actress - who has children Emily and David from a previous relationship and daughter Polly with ex-husband Jamie Lomas - appeared to make a dig at the rival soap when she claimed she and all of her co-stars are very conscious of being seen as "role models" and are aware of what they do in public.
In her column for OK! magazine, Kym said: "I and the rest of the cast at 'Coronation Street' are always very conscious that we can be seen as role models and that people will judge us on how we behave in public. Everyone in the public eye has to have that at the back of their mind because the last thing you want to do is to set a bad example to others."

Simon Cowell is "excited" to help discover a new electronic music star.
The 55-year-old music mogul - who is set to executive produce the new series 'Ultimate DJ' on Yahoo Live later this year with up and coming DJs competing against one another in a bid to win a recording contract with Sony Music and a headline spot at a major music festival - is confident the show will be hit because he has "great partners."
The 'X Factor' boss said: "I have always been excited to be involved in a show where you have the chance to discover a star. And to do that, I know from experience you need great partners and the rest will follow. We're excited to be partnering with Patrick Moxey of Ultra Records and Hamish Hamilton of Done and Dusted to bring this series to Yahoo."
A previous report by BANG Showbiz claimed Steve Aoki - who performed at the launch bash at Avery Fisher Hall at the Lincoln Centre in New York City this week - had been chosen to be a judge on 'Ultimate DJ'.
This information is incorrect and Cowell and Ultra Records are yet to finalise the panel for the exciting new series.
Created by Syco Entertainment, the show will see some of the hottest new electronic music artists from around the world go head-to-head in a bid to be crowned the winner.
Fans will be able to watch it worldwide on Yahoo Live and vote for their favourite DJ via Tumblr.

Tom Ellis is being lined up to compete on 'Strictly Come Dancing'.
The 'Miranda' star is reportedly in talks with BBC bosses to take part in the upcoming series of the celebrity dance contest having failed to secure him in previous years.
A source told Radio Times magazine: "The show has been keen to have Tom take part for the last few years.
"He'd be a great name to put in the mix."
The 36-year-old actor - who has children Florence, Nora and Marnie with ex-wife Tamsin Outhwaite - is currently in the US filming the pilot for Fox series 'Lucifer'.
However, he's previously demonstrated an interest in 'Strictly' when he appeared on the spin-off show 'It Takes Two' in 2011 to advise the contestants on how to improve their routines.
While he claimed he wanted more precision from Holly Vallance, he thought Chelsee Healey should have shown more attack in the Argentine Tango.
Other stars rumoured to be signing up to battle it out for the glitterball trophy this year include Joe McElderry, Adrian Chiles, Karen Danczuk and Angie Best.

The upcoming series of the reality TV show will bring together a brand new bunch of unique and eccentric housemates, who will face various "tasks, secret missions and twists".
The iconic house has been given a 'Mad Men' 60s style makeover and the new series promises to be upbeat, glamorous, thrilling and mischievous.
From the moment the group enter the house the clock will start ticking and Big Brother will begin to play with the "concept of time", which will prove to be a "friend or an enemy" to series' contestants.
Presenter Emma Willis, 39 - who has hosted the main show since 2013 - will front the series and its Live Launch, while Rylan Clark, 26, will return to front 'Big Brother's Bit On the Side'.
The former 'X Factor' contestant will be joined by celebrity panellists and an audience of BB fans to discuss the latest topics of the house, reveal exclusives as well as go behind the scenes of the main series.

Paddy McGuinness is to make a guest appearance in 'Coronation Street'.
The 'Take Me Out' host - who starred alongside Peter Kay in the sitcom 'Phoenix Nights' - is set to join the ITV soap as wilderness survival enthusiast Dougie Ryan in six episodes later this year.
He said: "Being asked to appear in 'Coronation Street' was a very special moment to me. I remember Peter telling me how much he enjoyed his guest spot on the show and I can't wait to get started. An iconic and much loved show not just in the UK but around the world. The character I'll be playing is very funny and I'm sure the corrie fans will love them."
Dougie will meet up with the Tinkers and Dobbs on a camping holiday and put Kirk, Beth, Chesney, Sinead and Tyrone through their paces as he shames the men with his knowledge about all things outdoors.
Dougie won't be on his own, however, with his daughter Caitlin set to strike up an unlikely friendship with the loveable Craig Tinker.
The 41-year-old comedian is set to begin filming on location next month with his episodes scheduled to air in August.
'Corrie' producer Stuart Blackburn said: "It's an absolute delight to be working with Paddy who is a talented actor with a flair for comedy that will ensure he fits right in with the 'Corrie' cast."

The 'Lorraine' host has confessed she hopes the controversial star never arranges to appear on her show as she doesn't think she'd be able to control her anger.
She told the Daily Star newspaper: "People are usually there to promote something, so they're always OK.
"Certainly with me, I've never had any nonsense. But with Katie Hopkins, now there is someone I'm not sure I could be nice to.
"I think that's I'd draw the line there. When people come on my show I treat them with the respect I would expect in return.
"But there are always exceptions. I don't want to ask her on."
The 55-year-old star has joined a long list of people who are outraged by the former 'The Apprentice' and 'Celebrity Big Brother' contestant.
Former 'Loose Women' panellist Denise Welch recently branded her a "vile bully" for mocking people with autism by suggesting that the leader of the British Labour party, Ed Miliband is on the autistic spectrum.
Denise wrote: "Wow! We've had mental illness, dementia, weight issues and today... autism!!!
"Go @KTHopkins you vile bully. (sic)"
