Steven Moffat thinks a 'Doctor Who' movie would be "incredibly damning to the [TV] franchise".
The showrunner doesn't want to take time out from the sci-fi programme to work on a big screen adaptation and worries that if a movie does go ahead, it could damage the TV show.
Speaking at a TCA (Television Critics Association) panel, he said: "First that would be up to the BBC. What are we going to do? Shut down for a year and make a movie? Does everyone want that - a whole movie and not a series? If there's a movie, you can't have a different Doctor in the movie - that would be incredibly damning to the franchise."
His comments come after Russell T. Davies - who was responsible for reviving the sci-fi show in 2005 before handing control to Steven in 2010 - revealed he would love to write the script for a 'Doctor Who' movie.
Although he has refused multiple requests by Steven to write a new TV episode, Russell thinks a spin-off film would be "glorious" and he would love to be involved if it happened.
Asked if he thinks there should be a 'Doctor Who' movie, he said: "Yes, I think it should be in cinemas immediately, it would be glorious. Imagine queuing up for the cinema for a 'Doctor Who' film, I would be there with a sleeping bag.
"Would I write it? Yes please, if we could get the lawyers and the contracts. I would do that because I think there's a big leap to be made."

Chris Evans told his friend he "wouldn't touch 'Top Gear' with a barge pole".
The 49-year-old DJ has signed up to present a new version of the BBC car show after Jeremy Clarkson was axed earlier this year following a fracas with a producer but Chris previously insisted to 'Deal or no Deal's Noel Edmonds that he didn't want the job.
Noel told the Daily Mirror: "It's interesting. I was a guest on Chris's boat at the Monaco Grand Prix and we had a chat. Chris said he wouldn't touch Top Gear with a barge pole.
"He said how tired he was, and he did look tired. And so I was stunned when within weeks he not only had shown interest but accepted the job. I just hope he's not taking on too much. He's a brilliant talent."
Noel, 66, also warned that Chris will need support from the BBC to stop him burning out.
He said: "He's also a mercurial talent in a Kenny Everett and Clarkson mould. He will need to be managed and supported otherwise he could just burn out and make some shocking mistake."
While Clarkson's contract was not renewed after he punched a producer, Noel believes the BBC did not handle the situation properly at all.
He explained: "It was just yet another example of extraordinarily bad management that wouldn't be tolerated in a private company. It is difficult to think of a better way of handling something more badly.
"You've got the big wigs saying no one is bigger than the BBC and they pull the show, denying the viewers the chance to see whatever they'd shot. As management, it was right up there with running a cruise liner on to a heap of rocks."

Jason Gardiner is set to appear on 'Celebrity Big Brother'.
The 43-year-old Australian choreographer - who's best known for his controversial appearances as a judge on ITV's 'Dancing on Ice' - has reportedly been offered a big-money deal to star on the reality TV show, with producers thinking he'd be a major hit with viewers.
A source said: "Jason would be perfect for 'CBB' because he's so unpredictable and won't hold back. The execs are really keen to get him to sign up."
However, Jason's appearance on the show is likely to create a headache for its bosses, who've already confirmed it will feature a UK v US theme.
A show insider told the Daily Star newspaper: "It's still being decided where he would fit in."
Last month, the makers of 'Celebrity Big Brother' revealed the house will be decorated with British and American iconography.

Luisa Bradshaw-White was "so emotional" on her wedding day.
The 'EastEnders' actress - who plays Tina Carter on the BBC One soap - recently tied the knot with her girlfriend of 15 years, Annette Yeo, and it meant a lot for the couple to walk down the aisle with their two daughters alongside them.
Luisa said: "The music started playing and everyone turned and looked at us and we were emotional straight away.
"There were so few people, 26 in total - just our absolute closest - and because of that it was so emotional.
"We walked down the aisle holding hands and our girls, who were our bridesmaids, walked behind us holding hands.
"To walk down the aisle with our girls was so beautiful.
"We've been saying for ages that we're getting married -as in all of us. The ceremony was all about how we declare our love for the girls. It was about the four of us, not just Nettie and I."
As a surprise for singer Annette, the couple's 12-year-old daughter sang a rendition of Nat King Cole's 'L-O-V-E' during the wedding.
Luisa said: "We both burst into tears while she was singing. In fact, everyone in the room was crying."
Annette added to OK! magazine: "She was so focused and sang it straight to us, it was beautiful. Luisa kept that as a surprise for me."
And the couple exited the registry office to a song they had recorded themselves.
Annette said: "It was a track on my album, 'For Once In My Life' that Lu and I had recorded together - a cover of the Stevie Wonder song. That was my indulgent part of the day."

Chris Bisson is overjoyed his girlfriend is expecting a baby girl.
The 40-year-old actor and partner Rowena Finn - who already have two-year-old son Harry together - discovered the sex of their unborn baby last month, on the 'Emmerdale' star's birthday, and couldn't be happier.
Chris said: "It was the best birthday present ever. For the first time, I saw our baby's face and she was sleeping with her little hand behind her head, just like Harry and I do.
"Because Harry was with us and he's a bit of a chatterbox - he would have announced it to everyone - we asked the doctor to tell us in terms of colour. When she said, 'You've got a little pink one', we were ecstatic.
"I'd hoped, deep down, that our second child would be a girl and my wish came true."
The news came as a surprise to Rowena, 32, as she was convinced she was carrying another boy.
She told HELLO! magazine: "We're used to having a little boy around and know exactly what to expect from a boy so it was fixed in my mind that Harry would have a younger brother.
"Yet my pregnancy was very different this time - I felt more poorly, lost my appetite and became tired quickly. Everyone told me this meant I was expecting a girl but I didn't believe it until the doctor confirmed it."

The surprise wedding follows a whirlwind romance for the former 'Coronation Street' star, who first met her 46-year-old beau last year and got engaged just six weeks later in May 2014.
However, Suranne - who was previously engaged to IT consultant Jim Phelan - insisted on having a simple ceremony which they spontaneously planned at the last minute.
The source told The Sun newspaper: "The nuptials were very hastily arranged with nothing too fancy.
"But it was intimate and romantic, and both the bride and groom were very happy."
The raven-haired star is most well known for playing Karen McDonald in 'Coronation Street' - for which she won the British Soap Award for Best Actress for two consecutive years in 2004 and 2005 - but has since starred in shows including 'Harley Street' and 'Scott & Bailey'.

Kym Marsh thinks Sarah Harding's critics have been "a bit harsh".
The former Girls Aloud singer's guest appearance on 'Coronation Street' was slated by fans and critics, but the 38-year-old actress insists Sarah had a tough job in appearing alongside such well-loved stars.
Kym said: "Sarah Harding has had a right slating for her performance as Joni Preston on 'Corrie'.
"I feel for her as it's hard for anyone to come into a long-running TV show with such well-loved characters.
"Sarah's first scene was with Rita in The Kabin and of course she's going to be compared with actors like that.
"Don't forget, she was probably nervous too. I know I was when I came into the show. She's come in as a guest artist and I think the way people have been so vocal has been a bit harsh."
And Kym admires the way Sarah hasn't let the criticism upset her.
She added to OK! magazine: "'Corrie' is such a cult show and there are many die-hard fans who have watched it for years - when someone new comes in there are always going to be people who are unsure about them.
"She seems to be handling it okay though, and has been tweeting that she was chuffed with her debut.
"She's taken it on the chin and got on with it, which is what you have to do."

The former 'The Only Way is Essex' star proposed to the 'Geordie Shore' beauty in June after six months of dating, but admitted he wanted to pop the question some time ago.
He said: "I've known since the first day I met Marnie that she was the woman I was going to marry but I decided to propose about two months ago.
"I was in Florida with my parents and I told my mum what I was planning - she was so excited that she took me straight out to buy the ring."
Ricky, 24, surprised Marnie with the proposal while she was shooting 'Geordie Shore' in Greece, even though he was originally planning to ask her to marry him when they went on holiday in Italy and his 23-year-old girlfriend admits she'd have preferred it if he had popped the question off camera.
She said: "The proposal itself was perfect, but I've always struggled to show emotion on camera, so I would have preferred them not to have been there. It will be nice to have the footage to look back on in years to come though."
And the couple are already thinking about having children.
Marnie said: "We talk about it all the time. I'd like to have two kids - I want to call our daughter London but Ricky isn't so keen."
Ricky - who previously dated his 'TOWIE' co-star Jess Wright - added to OK! magazine: "It's not happening! I've got 11 nieces and nephews so I'm already broody, I'm hoping we'll start trying on honeymoon."

The 28-year-old beauty - who is the daughter of TV presenters Judy Finnigan and Richard Madeley - has insisted comments about her appearance don't bother her because she knows she can look after herself.
She wrote on Instagram: "Do I look like a man? To quote @rondarousey : I have this one term for the kinds of #woman that my mother raised me not to be. I call it a Do Nothin Bitch, a #DNB . The kinda chick that just tries to be #pretty and taken care of by someone else. That's why I find it hilarious when people say that my #body looks #masculine, just because my body was developed for a purpose other than for f***ing millionaires, doesn't mean it's masculine. I think it's #femininely bad ass as f**k because there's not a single #muscle on my body that isn't for a purpose...because I'm not a Do Nuthin Bitch. (sic)"
The gym bunny - who quoted mixed martial artist and UFC star Ronda Rousey - defended herself after it was claimed her recent magazine spread was photo-shopped.
