The 'Judas' hitmaker previously cited "time constraints" and mysterious "betrayals" for dropping the promotional clip for 'Do What U Want' - which was directed by photographer Terry Richardson - earlier this year, but it has now been claimed the footage was too much like an "ad for rape" to be broadcast.
According to the New York Post newspaper, the video sees Kelly - who was the subject of a Village Voice article in December alleging he had conducted "dozens" of sexual assaults - play a doctor to Gaga's patient, with her asking: "Will I ever be able to walk again?"
The singer replies, "Yes, if you let me do whatever I want with your body...
"I'm putting you under, and when you wake up, you're going to be pregnant."
Additionally, around the time the video - which was shot last September - was due for release, its director was accused of sexual misconduct by several models.
A source said: "Gaga had a video directed by an alleged sexual predator, starring another alleged sexual predator.
"With the theme, 'I'm going to do whatever I want with your body?' It was literally an ad for rape."
In January, Gaga blamed "mismanagement" for the lack of video for the single.
She wrote on her website: ''I was given a week to plan and execute it. It is very devastating for someone like me, I devote every moment of my life to creating fantasies for you.
''All my most successful videos were planned over a period of time when I was rested and my creativity was honored.
''Those who have betrayed me gravely mismanaged my time and health and left me on my own to damage control any problems that ensued as a result."

Lindsay Lohan to make West End debut


Lindsay Lohan is to make her West End debut this year.
The 'Mean Girls' actress has been in London for several weeks and has now revealed she is in the city to prepare for a potential appearance in stage production 'Speed-the-Plow', a venture she is both "nervous" and "excited" about.
She told the New York Times newspaper: "It's the first time I've done a stage play or anything like that. I'm nervous but I'm excited."
The production is a satirical take on the dreams and strategies of Hollywood executives and will reportedly open in November.
It was revealed earlier this week that Lindsay - who has been changing hotels in London every three weeks - is house-hunting in the city as she wants to find a more permanent base.
Insiders claim the 27-year-old star is hoping to stay in the city for at least a year.
Former model and reality TV star Tom Kilbey - who Lindsay is rumoured to be dating - has been on several nights out with the actress in London and says she is a big fan of the local "scene".
He said: "I met Lindsay four years ago through mutual friends when I was working in LA.
"She's actually really down to earth and cool. I think she likes the scene over here."

Randy spoke out to defend 70-year-old Mick - who dated L'Wren for 13 years - following speculations his alleged new romance may have contributed to the designer's death after it emerged the 'Brown Sugar' hitmaker met Melanie a few weeks before, though friends insist they were not romantically involved until recently.
He added to the Daily Mirror newspaper: "Usually I ignore these stories, but to suggest that my sister committed suicide because of a false accusation that Mick was involved with another woman is completely ridiculous."
And his comments come after L'Wren's sister Jan Shane claimed the rocker "contributed" to her suicide in March.
She said: "I do believe that he contributed to it more than he realises or will admit...
"My sister deserved so much more than that. It's a terrible thing for Mick to have done. It's sad.
"His life goes on as if nothing happened. He's still out with women, but a huge part of our family is missing."
However, insiders blasted Jan for her comments, insisting she wasn't close enough to L'Wren to give her opinion.
A source said: "Jan has been saying so many things about Mick but the truth is she hadn't spoken to L'Wren for years. How the hell would she ever know?"

Denzel Washington's character in 'The Equaliser' is "troubled" and "flawed".
The 59-year-old actor stars as former black ops commando Robert McCall in the upcoming action-thriller and he's explained the reason behind his character having obsessive compulsive disorder (OCD).
Quizzed on why his character was given the ailment, he revealed: "We added it so he's not just the action guy. He's troubled, flawed and we don't finish the story - it's not like suddenly at the end he's fine.
"It's been an interesting development as we've gone along. We started talking about it and adding things, opening doors five times. We obviously did a lot of research about it."
Washington's character is a man who believes he's put his mysterious past behind him after faking his own death until he meets a young girl named Teri, played by Chloe Moretz, who is under the control of ultra-violent Russian gangsters.
Armed with hidden skills, he comes out of his self-imposed retirement and finds his desire for justice reawakened as he attempts to rescue his new acquaintance.
Speaking about his character's turmoil at choosing to return to fighting crime, the 'Man on Fire' star told Screen Rant: "Well, I think he's looking to put his past behind him ... He's trying real hard.
"I actually say - there's a line I say, 'I've done a lot of bad things in the past, things I'm not proud of'.
"I actually promised - in my back story, I promised my wife that I wouldn't go back to being that person, but you wouldn't have a movie then, so he's drawn back in."
'The Equaliser' is scheduled for release in September.

The 1975 have written tracks for new album


The 1975 have written eight tracks they want on their second record.
The 'Chocolate' hitmakers are working on the follow-up to their 2013 number one self-titled debut record and plan to get into the studio next year and take some time off from touring to work on new material.
Frontman Matt Healy said: "We have the laptop and loads of little demos knocking around.
"The first album was recorded in a little shed and the second one has been very much the same. I mean, garage, tour bus, there's not really that much difference but there are terrible acoustics in a garage.
"I can't dictate the concept of the second album now, because it will change so much."
Matt has revealed the band have eight songs they are sure they want on the album and they plan to head into the studio in February and release the album by September next year.
He said: "We won't do any festivals next year, we'll be recording an album.
"The first album was very open and everyone knew quite a lot about it. Whereas the next album won't be like that. It is going to be slightly about death and it is going to be slightly weird."
The band - also made up of Ross MacDonald, Adam Hann and George Daniel - have just performed at Ibiza Rocks, Bushmills Live in northern Ireland and Isle of Wight recently but admit touring can take its toll and they're looking forward to a break.
Speaking at Bushmills Live, Matt told BANG Showbiz: "Doing this whole tour as a band is quite new to us, making records isn't. We've been together more than 10 years.
"We've been touring for 18 months it's been pretty heavy.
"It subsides a little bit when you're nine or ten shows in but it's our reality now."

She told OK! magazine: "I haven't thought about [marriage] too much. I'm not in that headspace yet, but I know I wouldn't want anything crazy and big for my wedding."

However, the Latino singer ended his relationship with Shannon a year later and struck up a romance with Topshop heiress Chloe Green, before calling it quits earlier this year.
Meanwhile, Jennifer recently ended her two-and-a-half year relationship with Casper, 27, but the pair are keen to remain friends.
Although, It seems the split from the choreographer has been good for Jennifer, who has been married three times in total, as she recently admitted she has done some "soul searching" and is feeling "stronger" than before.
